THE CEMETERY IS NOW CLOSED TO THE PUBLIC



The following exceptions apply:-

  • access to Footpath 4
  • access for KPC Councillors and Employees to carry out essential Council Business
  • delivery of mail to the KPC Mail box
  • contractors undertaking maintenance work commissioned by Kingsley Parish Council
  • funerals, including the carrying out of preparatory work

Closure of the Kingsley Play & Gym Area

In compliance with the Prime Minister’s announcement on 23 March regarding strict Coronavirus protection measures, our children’s play area and adult gym equipment is now closed until further notice.



Our gated play area will be locked.

The items of play equipment and gym equipment are in an open space and cannot be closed securely but parents, young people and other adults are requested to respect the national ban on their use.

We are so sorry that Louise our Parish Clerk has decided to embark on a new venture.. a Bed and Breakfast in Harlech. We all at the Parish Council wish her well and must admit I am waiting for the opportunity to book in.

Louise has made a massive contribution to getting the Parish Council up to speed and reorganizing a lot of our systems, we will be always grateful to her.

Louise's contribution has lead us to realize that increased legislative requirements mean more hours. For example, the cemetery is taking considerable time to manage. We now need to have someone in attendance at every funeral. Kingsley has been innundated with the planning application. The additional facilities at the newly named Kingsley Park ( Westbrook Playing Field) need constant monitoring to ensure it complies with Health and Safety and is a pleasant venue for all. General legislation, applications for Precepts and Grants are time-consuming and need a lot of thought, and the list can go on and on. The Boardroom is a great facility that makes the Parish Council open and approachable but does need manning.

Like many things in life, we have become more paperwork and less fun. We need a good administrator to keep us in line and give all the Councillors time to spend in the Community. I am not complaining, when we had no clerk, Councillor Critchley & I spent on average 45 hours a month, last year, just treading water & keeping on top of the necessary documentation. Other Councillors have spent a lot of time dealing with matters like Tarmac at Crowton, attending briefings and taking on projects. I ask you, would you do the same for no pay? The Parish Clerk is the only paid member of the team.

Kingsley Parish Council is seeking applications for a Clerk & Responsible Financial Officer (RFO).

The post is part-time, for approximately 16 hours per week, by arrangement, working from ‘The Boardroom’ in Kingsley.  Working hours are flexible but the post holder must be able to attend our monthly meetings.  We offer excellent terms and conditions of employment.  Annual salary is paid in accordance with the National Association of Local Councils and Society of Local Council (NALC) Pay Scale’ and Experience.  There is no requirement for the post holder to live within the parish.

Specific responsibilities will include:

  • Ensuring the Parish Council conducts its business lawfully;
  • Administering the council’s financial affairs and keeping proper records;
  • Attending all council meetings (the third Tuesday evening of each month);
  • Ensuring that meeting papers are promptly prepared; and
  • Managing communications with the borough council and other organisations.
  • Managing Communications between Councillors, Members of the Public & circulation of correspondence received

 

Applicants should be computer-literate, experienced in the use of spreadsheets and accounts and have proven organisational and administrative skills.  Experience in local government is desirable but not essential. Full training will be given.

Suspension Of Monthly Meetings 


Kingsley Parish Council will not be meeting for the foreseeable future, but will continue to available to support the community.

Kingsley Parish Council along with the councils of Acton bridge and Crowton have been actively engaged over the last two years in discussions with Cheshire West and Chester Planning Department to bring to an end quarry operations at this site.

There has been no sand extraction nor importation of infill material  to the quarry since 2018.

Work is continuing on the restoration of the site by the quarry operators and preparations to return it to pastureland. In a recent visit, councillors have observed the re-grading of the fields and landscape reformation. 

   

The offices have now been demolished. The weighbridge is sold and will be removed from the site this coming weekend. Some 300 metres of the tarmac entrance road up to the B5153 will be lifted and removed from next Tuesday 2nd December onwards; this will entail some 54 lorry loads & 108 movements. They are designated for a site some 13 miles away so local residents need to be aware of this temporary activity.

This work will effectively close off the site to any further access from the Crowton entrance.
