Message from Inspector Keith Curbishley
It has been necessary for Cheshire Constabulary to make organisational changes in order to continue to deliver a quality service into the future. Without cutting front line police officers, the existing Neighbourhood Policing Units (NPU’s), of which ‘Western Rural’ is one, are being restructured into Local Policing Units, (LPU’s) covering different geographical areas. The majority of the Western Rural NPU will be encompassed into the new Chester LPU. The only Western Rural beats which are not joining Chester LPU are Tarporley, Cudduinton & Oulton which will be covered by the new Northwich LPU. Officers will continue to respond to and deal with incidents in exactly the same way. The majority of these organisational changes are taking place during early July.
I will be taking up a new post in Force Headquarters. This change will mean that my Western Rural Monthly and Weekly Newsletters will cease to exist in their current guise. Let me reassure you that the newsletters will continue, possibly seeing some new content and format, under a new Inspector. Thank you for the support and constructive comments that you have made about the evolving communication formats that have been introduced. I hope that you have found them beneficial and informative.
Local priorities for July 2015
- Road Safety – Parking issues around local schools and shops and speeding through villages are both topics which generate a great deal of communication to the police from the public. Local PCSO’s and Beat managers refer to proven data in order to effectively target those areas which are proven to have genuine problems.
- Theft and Burglary – Many of these offences occur in spates within defined areas, often committed by an individual. Local officers constantly monitor all such crimes in order to identify the most effective ways of targeting and catching the offender, preventing further offences and keeping the public informed with information and advice.
- Events and ASB – A great many events and shows are organized in our area over the summer months, attracting large crowds. Whilst most people who attend do so with the intention of enjoying a pleasant day out, there are some who seem to want to cause disruption and disturbance. Local officers work closely with event organisers to deter and restrict those who may spoil the event for the majority.

Vehicle Crime!!!
A vehicle was broken into in Frodsham recently. There was no sign of forced entry. Please note that there have been a number of vehicles entered in Frodsham in recent weeks, where police suspect a specialist tool or piece of electronic equipment may have been used to secure entry. If you have any information which may assist local officers to stop this type of crime, please call.
Join Community Speed Watch
Enthusiastic volunteers are needed to join the Community Speed Watch scheme in Frodsham. Officers are searching for a number of willing volunteers in the area to join the already established initiative. PCSO Neil Flanagan of Western Rural Neighbourhood Policing Team said: “We’re looking to get as many people as possible involved in this scheme which can make a real difference in terms of road safety.”
The initiative involves volunteers giving up some of their spare time to help monitor traffic in a targeted area. The volunteers - who must be over 18 - are trained to use a speed gun to detect the speed of passing vehicles. Motorists who are driving at an excessive speed are sent a warning letter and told that if they are clocked speeding again they could be fined £60 and face three points on their licence.
A few volunteers have recently been trained with the gun and PCSO Flanagan is looking to add to this number. In addition to the Speed Watch scheme, local police are also working with the town council and the Highways Agency to bring in speed indication devices. The devices alert drivers to the speed they are traveling at and police say they have proven to be a worthwhile tool in problematic areas.

We did: Highly visible police presence at key times to deter troublemakers and disperse youths is continuing. Specific information will always be acted on.
Speeding

Description: Local Police Community Support Officers will continue to monitor the speeding issues surrounding Frodsham. If you feel you have a speeding problem in your area please contact us. We also offer training for residents to do Speed Watch, this allows them to form their own community Speed Watch group and help tackle the problem.
Drug use Ashton Drive area
You said: Persons are using the tunnel in the Ashton Drive/Francis Road area for drug taking/dealing.
We did: Officers have been targetting the area over the last couple of weeks, with increased patrols. Officers will continue to patrol and any persons found committing this crime will be dealt with robustly. Local news: Helsby
I am currently undertaking Lets Walk road safety courses with the primary schools in Helsby. The courses are aimed at pupils in years 3 and 4 and involve taking them out of school in groups of 10 for two 1 hour sessions. The course teaches the children how to cross the road safely using the STOP, LOOK, LISTEN AND THINK theory. I also show them dangerous places to cross the road and we have discussions on quiet and busy roads and the dangers of both. I also encourage the pupils to where possible start walking to school with parents as this is the healthier option and also helps to reduce the number of cars going to schools which helps with the parking issues we currently have.
At the end of the course the children are awarded a certificate to say that they have completed the course. This also helps me to build closer relationships with both the schools and pupils.

• Between Thursday, 18 June, 2015, and Thursday, 25 June, 2015, a number of locks up garages on Mere Lane, Sandiway, were broken into. Local news: Acton Bridge & Sutton Weaver
A group of adults ranging from 16 – 28 years old have been reported riding 50cc – 125cc scooters along the bank of the River Weaver in and around the Dutton locks area, ‘moped’ anti-social behavior and crime is becoming more and more of an occurrence in other parts of the country, if you see something, please do not hesitate to call the police on 101, or alternatively speak to a member of your Local Policing team.
There have been reports of illegal fishing at the Dutton Flashes, off Lodge Lane, Dutton. Anyone who has any information regarding to this crime, please do not hesitate to call the police on 101, or alternatively speak to a member of your Local Policing team.
Be extra cautious if salespeople come knocking on your door, reports have been made that suspicious individuals have been cold calling in the area of Sutton Waver, ALWAYS ask for identification, if you see something suspicious then call the police on 101, or alternatively speak to a member of your Local Policing team.

There has been a couple of theft from motor vehicles in Delamere Forest. The offenders have struck once the victims have left their cars and walked into the forest. Mostly the victims’ valuables were on show in the car. Please keep all valuables with you when you are in and around the forest.
With the summer season fast approaching the fisheries in the area are being targeted for illegal poaching. Please make sure all suspicious persons and vehicles are reported as soon as possible so there is a prevention of theft of fish.
There have been a number of reports of dangerous drivers in the area of Norley and Delamere. Please if you feel a driver is driving illegally or in a manner causing distress, alarm or harassment please report it via 101 so the driver can be advised and further action taken.

You said: To monitor the speeding drivers coming in and out of Alvanley.
We did: We have been out with the speed gun at various times of the day during rush hours to record and monitor the speed of cars travelling on the roads in and out of the village.
You said: There is a suspicious vehicle that has been parked outside Long Looms in Barrow for nearly a month and has not moved.
We did: We have been out to check on the vehicle and this has been reported to the DVLA to progress.
You said: Can there be some police presence around Norley C of E school in the mornings due to the high volume of traffic and inconsiderate parking of certain parents dropping off their children.
We did: We have been out early in the morning for the start of school and advised drivers on their parking if we found any offences. Advice was given to the drivers.
