July 2015 Monthly Newsletter for Kingsley
As the local Police Community Support officer for Kingsley I have decided to write monthly entries to let you know of any issues or problems in the area and what I have been doing with my time.
Fortunately there have been no major incidents in the village this past month and everything has been quiet. Let’s hope it stays this way. I do still urge all residents if you see anything or anyone that you feel to be suspicious please contact 101 immediately or email me directly.
Speeding has been a main complaint this past month especially on the roads Top Road, Hollow Lane by the school and also Middle Lane. I have been working closely with Parish Councillor David Vickers and some other residents to devise a plan of action moving forward. Until then I will continue to deploy our speed activation device in the village which highlights to drivers the speed they are travelling. Along with this I will also continue to go out with the speed gun at various times of the day. We are working with the local council also to get statistics from all the roads which calculate the average speed of drivers and the peak times for speeding. From this information we will be able to collaborate it and assess the situation a bit more clearly.
Parking around the shops in Kingsley is still a problem especially on the double yellow lines. This has been an ongoing problem since I started but I will continue to educate drivers on the risks and problems with parking on double yellow lines. I will also be working with the Community Safety Wardens who have the power to issue tickets for parking on the yellow lines.
I am still holding Police Beat Management Meetings monthly at Gibson Mill coffee shop and also the Community Centre. My next meetings are on 22nd August at 11am at Gibson Mill and 12pm at the Community Centre. I always advertise my local meetings on the Village Notice Board, on the village Facebook page and in the local businesses. I urge all residents if you have a problem or want to report something please come and see me at these times as I would love to be of assistance to you and help you. I really hope moving forward we can continue to work closely to help make the village better for all.

Kingsley Local News
- Reports of suspicious males seen on Dark Lane, Kingsley looking at some of the properties. Males were described as in their 20’s and all had their hoods up. If you see anything suspicious like this then please call 101 and let your local officer know.
- Parking on Hollow Lane outside the shops on the double yellow lines is still an ongoing problem. Please do not park on the yellow lines as it causes an obstruction to other road uses and also drivers trying to turn onto Hollow Lane.
- There have been complaints of large trucks coming through the village speeding from the local business plants. If you see this and feel the drivers are driving inappropriately please report it to the local officer and try to get the vehicle details so the drivers can be advised.
You Said We Did
You said: Speeding in the village is still a problem.
We did: Your local officer has continued to carry out speed enforcement in the village especially along Middle Lane, Hollow Lane and Top Road. I will continue to go out with the speed gun and also with our speed activation device known as Smiley SID. I have also been in touch with local councillors to discuss matters moving forward and also gathered road statistics on average speeds drivers are going on all the complained roads.
You said: Parking outside the shops on the yellow lines is getting worse.
We did: Your local officer has been out advising motorists about parking on the yellow lines and also hope to sort some days where the Community Safety Warden can come out to the village to issue straight fines for parking on the yellow lines.
Sutton Weaver Local News
- There have been some complaints about youths congregating on the play areas in the evening time and refusing to leave. If there are youths congregating and acting suspicious please report it to your local officer and call 101.
- Speeding and parking seem to be two of the main problems in the village since I started covering the area. This is being monitored and actions are being taken.
- There were a few threats made to harm some of the horses at Sutton Fields. Patrols have been monitoring this area and staying in touch with management. If you see any persons or vehicles acting suspiciously then please report it to 101 as soon as possible.
You Said We Did
You said: Parking around Station Road, Beech Road and Cedar Avenue is a problem
We did: Your local officer has started making daily patrols around this area monitoring the parking and advising motorists who are obstructing the pavements. Over the past couple of weeks the parking seems to of improved and I will continue to manage this.
You said: Speeding on the A56
We did: Your local officer has been out with the speed gun numerous times and also deployed our speed activation device indicating to motorists the speed they are travelling. I will continue to monitor this problem and hope to educate motorists over the next few months.
Norley Local News
- There have been reports of a suspicious male in the village on a Sunday morning close to Norley Church. If you see anyone suspicious in the village or any vehicle please report it to 101 straight away and let your local officer know.
- There has been some reports of suspicious vehicles possibly drug dealing or drug taking in some of the back roads in the village. Again if you see anything suspicious please report this to your local officer and via the 101 non-emergency line for Cheshire Police.
You Said We Did
You said: speeding motorists on High Street, Norley
We did: Your local officer has been out with the speed gun monitoring the speed and educating drivers. This will be a regular occurrence in the village from now on. A speed activation device has also been deployed in the village on a number of days to educate drivers and show how fast they are travelling.
Hatchmere, Crowton, Aston & Newton Local News
With these areas being fairly new to me I have been going around trying to introduce myself to key people in the areas. I am hoping to build strong relationships with the residents and make sure my face is one everyone knows.
I have been patrolling Aston Lane, Aston due to some recent suspicious vehicles being reported.
In Crowton I have been out with the speed gun and also deployed our speed activation device to make motorists aware of the speed they are travelling and whether it is within the speed limit.
I have been carrying out speed enforcement in all these areas and also trying to find problem areas and times and when speeding is at its worse. If you have suggestions or would like to report a time when speeding on the roads seems to be at its worse, please let me know via my email above.

The National Fraud Intelligence Bureau (NFIB) wishes to remind investors that fraudsters are still active and are using various methods to dupe victims into investing in fine wine.
Whilst it might be easy to identify a fraudulent investment in non-existent fine wine, there is another tactic which is much harder to detect that relies on limited knowledge of the investor in this specific area.
In many cases, the fraud relates to the value of the wine as opposed to the existence of the wine. Therefore, fraudsters will be able to prove to the victims that they have the wine in stock, however the wine in stock will be significantly cheaper than the inflated price the fraudsters ask the victims to pay.
Whilst it may look like a ‘real deal’, the dramatically inflated prices make the promise of any returns unrealistic.
Assessments of reports show that fraudsters charge victims an average of 47% more than the comparative market values at the time of sale.
The brokers who typically cold call victims boast that an increasing market in China will guarantee tax free profits. When questioned about risk, fraudsters will convincingly say that it is “extremely low”.
How to protect yourself against investment fraud:
- If you’re considering any type of investment, always remember: if it seems too good to be true, then it probably is. High returns can only be achieved with high risk.If you get a call out of the blue, be wary; if in doubt don’t be polite, just hang up.
- Take the time to seek independent legal or financial advice before making a decision.
- Always check the credentials of the company you’re dealing with. Check for known fraudulent organisations at the Financial Conduct Authority (FCA).

The National Fraud Intelligence Bureau (NFIB) has received intelligence regarding two new Lottery Fraud letters/email attachments (Scam 1 & Scam 2) using the 2016 Rio Olympics as a theme.
The scams try to trick people into believing they have won the following:
Scam 1: An online lottery prize of £650,000 and a trip to Brazil to watch the Olympics as the recipient’s email address was chosen out of a possible ten million at random.
Scam 2: An online lottery prize of £820,000 and a trip to Brazil to watch the Rio Carnival and the Olympics as the recipient’s winning numbers 8 17 34 38 42 and 51 were selected.

Protect yourself from lottery fraud
- Never respond to any such communication. If you have not entered a lottery then you cannot have won it.
- Official lotteries in other countries operate in much the same way as the UK’s National Lotto.
- No official lotteries that we know of contact people to tell them of their win.
- We do not know of any official lottery operators who ask for fees to collect winnings. Any request for a fee payment is a good indication that someone is trying to defraud you.
- Never disclose your bank details or pay fees in advance.
- If they have provided an email address to respond to, be very suspicious of addresses such as @hotmail.com or @yahoo.com or numbers beginning with 07 because these are free to get hold of.
- Genuine lotteries thrive on publicity. If they ask you to keep your win a secret, it is likely to be a fraud.
- Many fraudulent lotteries have bad spelling and grammar – see this as a warning that fraudsters are at work.

Message from Inspector Keith Curbishley
It has been necessary for Cheshire Constabulary to make organisational changes in order to continue to deliver a quality service into the future. Without cutting front line police officers, the existing Neighbourhood Policing Units (NPU’s), of which ‘Western Rural’ is one, are being restructured into Local Policing Units, (LPU’s) covering different geographical areas. The majority of the Western Rural NPU will be encompassed into the new Chester LPU. The only Western Rural beats which are not joining Chester LPU are Tarporley, Cudduinton & Oulton which will be covered by the new Northwich LPU. Officers will continue to respond to and deal with incidents in exactly the same way. The majority of these organisational changes are taking place during early July.
I will be taking up a new post in Force Headquarters. This change will mean that my Western Rural Monthly and Weekly Newsletters will cease to exist in their current guise. Let me reassure you that the newsletters will continue, possibly seeing some new content and format, under a new Inspector. Thank you for the support and constructive comments that you have made about the evolving communication formats that have been introduced. I hope that you have found them beneficial and informative.
